A notified body is an organization designated by an EU country to assess the conformity of certain products before being placed on the market. These bodies carry out tasks related to conformity assessment procedures set out in the applicable legislation, when a third party is required. The European Commission publishes a list of such notified bodies.

公告机构是由欧盟国家指定的，在某些产品投放市场之前对其进行评估整合的组织。当现行法规中需要第三方机构参与执行安排合格评定程序这些相关任务的时候，公告机构就负责参与到这个过程中。欧盟委员会已经公布了此类公告机构的名单。

What the notified bodies do:
Conformity assessment is a service to manufactures in an area of public interest. It is the responsibility of the EU country to notify conformity assessment bodies within their jurisdiction according to principles laid down in Decision 768/2008/EC. Notified bodies:
1.Are free to offer their conformity assessment services to any economic operator inside or outside the EU;
2.May carry out these activities on the territory of other EU countries or non-EU countries;
3.Must operate in a non-discriminatory, transparent, neutral, independent, and impartial manner;
4.Must employ the necessary personnel, with sufficient knowledge and experience to carry out the conformity assessment in accordance with the law(s) in question;
5.Must make adequate arrangements to ensure the confidentiality of the information obtained in the course of conformity assessment;
6.Must be adequately insured to cover their professional activities, unless liability is assured under the national legislation of the notifying EU country;
7.Must provide information to their notifying authority, the market surveillance authorities, and other notified bodies.
Manufacturers are free to choose any notified body that has been legally designated to carry out the conformity assessment procedure.

公告机构做什么：
合格评定是针对制造商在公共利益领域的一种服务。欧洲国家根据768/2008/EC通知在他们管辖范围内的合格评定机构是他们的职责。公告机构：
1、免费向欧盟境内或者欧盟外的任何经济体提供合格评定服务
2、可以在欧盟国家或者非欧盟国家进行这些活动
3、已没有歧视、透明、中立、独立和公正的方式运作
4、雇用必要的有足够经验和知识的雇员按照法律规定进行合格评定
5、在确保符合评估过程中所过的资料机密性的同时作出充分的安排
6、必须充分投保以覆盖其专业行为，除非在相应的欧盟国家责任是得到保障的
7、必须向其通知授权机构、市场监督机构及其他公告机构提供信息
生产商可以自由选择任何已经被合法指定的公告机构，以进行合格评定程序。
